Possible source for emphatically != actually

It can mean literally "performed with emphasis", e.g. "he gestured emphatically at me", but it can also serve more of a discourse function, e.g. "this is emphatically the wrong approach to take". Equinox 17:56, 15 January 2021 (UTC)Reply
